Andrew Silley

Founder/Director
(UK-Wide)

Andrew is a co-founder of the ST1 Group and has over 30 years of experience in the construction industry having progressed to senior management roles from a legal and quantity surveying background. He is a positive character, is solution driven and has an extensive background working within the retail, banking, leisure and commercial sectors, to name but a few. Andrew is also on the Board of the Cambridgeshire Chamber of Commerce as a Non Executive Director.

  • Key projects:
BBC projects across the UK and Northern Ireland, Admiralty Arch, The Old War Office, Barclays (across Europe), PH Hotels and Selfridges.
  • Interests:
Andrew is a confessed petrol head, loves all sports, which includes running a football club and coaching children’s football, and has a love of travel.

Phil Tyler

Founder/Director
(UK-Wide)
Phil is a seasoned construction industry professional with over 30 years of experience in quantity surveying and commercial management. As a Chartered Surveyor and a member of the Royal Institution of Chartered Surveyors (MRICS) and the Chartered Institute of Building (MCIOB), Phil brings a wealth of knowledge and expertise to ST1 Group. He is committed to fostering a collaborative and supportive work environment, ensuring that ST1 Group continues to deliver exceptional results for its clients.
  • Key projects:
With a strong focus on healthcare, leisure, and commercial projects, Phil has been instrumental in delivering high-profile projects such as Addenbrooke’s Hospital, The Athletes’ Hockey Centre and Bisham Abbey
  • Interests:
Football (Liverpool fan) and playing drums in a band.

Gabrielle Rooms

Director
(North & Midland)
With over 25 years of experience in the construction industry, Gabrielle joined ST1 Group in 2018 and quickly rose to the position of Director of our Northern branch. Her expertise lies in main contracting, with experience at Balfour Beatty, Galliford Try, ISG, and Morgan Sindall.
  • Key projects:
Successfully managed numerous projects, including Manchester Town Hall, Raddison Red Hotel in Liverpool and Manchester College and played a key role in the growth of ST1 Group’s Northern branch.
  • Interests:
Mountain biking, rock climbing, wild swimming, reading and yoga.

Colin Barton

Director
(DRS/Major Works)

Colin heads up our Dispute Resolutions team and brings over 40 years of experience in the construction industry to ST1 Group. His expertise spans a wide range of sectors, including commercial developments, high-end residential, social housing, hotels, training/conference facilities, and railway infrastructure and signalling. Colin is currently assisting clients with various disputes.

  • Key projects:

Working on iconic projects like Admiralty Arch, Old War Office. Royal Albert Dock, One Blackfriars, Marble Arch, Crossrail, and North West Cambridge – Eddington.

  • Interests:
Family time and supporting his youngest son’s professional football career.

Paul Miller

Director
(London, South-East & East)
With 15 years at ST1 Group and a strong background in quantity surveying, Paul brings a wealth of experience to our team. His expertise lies in fast-paced retail and fit-out projects, as well as complex change of use and ‘cut and carve’ developments.
  • Key projects:
Principal Hotel, London; Primark Flagship, Manchester; Standard Hotel (formerly Camden Town Hall), London; HS2 / East West Rail Intersection, Buckinghamshire; BBC Sale and Leaseback, Elstree; BBC Radio 2 Studio Move, London.
  • Interests:
Good food, traveling, socialising, fair weather running, cycling, hiking, and armchair sports.

Scott Neville

Director
(London, South-East & East)
Scott joined ST1 Group 10 years ago as an apprentice and quickly became a valuable member of our team. With a focus on hotels, retail, and commercial projects, Scott brings a wealth of experience in fit-out and refurbishment.

Lambeth Metropolitan Police Station, the Langham Hotel, BSKYB Head Quarters, 30 Grosvenor Square,The Kimpton Fitzroy Hotel (formerly Hotel Russell), The Oxford Big Data Institute in Oxford, Nottingham Trent Student Union (The Point) in Nottingham, Bear Gardens Aparthotel in London, 80 Charlotte Street in London, The Hyatt & Locke Hotel in Cambridge, Hyatt Place Hotel in Southall, The Broadway in London, and Royal Bournemouth Hospital in Bournemouth.
  • Interests:
Football (Man Utd fan), dog walking, travelling, and golf.

Gemma Locke

Director
(London, South-East & East)
Gemma is a Director at ST1 Group with over 20 years of experience in the construction industry, spanning commercial contracting, conservation, and specialist subcontracting. Beginning her career with RG Carter while completing a part-time Quantity Surveying degree at Nottingham Trent University, Gemma has since worked on a diverse range of projects across both public and private sectors. She brings a wealth of practical knowledge and a collaborative, hands-on approach to her role, providing commercial and contractual support to clients while mentoring and developing the next generation of surveyors.
  • Key projects:
Ely Cathedral, Audley End House, Imperial War Museum Duxford, Framlingham Castle, and multiple commercial developments for Waitrose and Tesco.
  • Interests:

Outside of work, Gemma enjoys walking her dog, outdoor swimming, and exploring the countryside – activities that reflect her balanced and grounded approach to life and leadership.
