Some projects take decades to reach site. SEGRO Logistics Park Radlett is one of them.
The first planning application for what is now known as the Strategic Rail Freight Interchange (SRFI) at Radlett was submitted when Gordon Brown was in Downing Street. After years of planning, consenting and preparation, construction finally got underway in August 2025 on a scheme valued at £172m, with a three-year programme running to July 2028.
STRABAG UK’s building division was awarded the main works contract, and since September 2025 ST1 Consulting has been working alongside their team, providing procurement, commercial and change management support on the earthworks and civil engineering infrastructure packages.
These early enabling works lay the groundwork for the next phase of the project: STRABAG is looking to tender for seven large-scale distribution centres and warehouses that will follow once the infrastructure is in place.
What the project involves
The site occupies the former Radlett Aerodrome in Hertfordshire and will deliver a rail freight terminal alongside extensive warehousing. The development is designed to shift freight from road to rail, reducing carbon emissions and road congestion. It also includes over 600 acres of enhanced green space, biodiversity net gain measures and employment and training opportunities for the local area.
Our role
Our QS team is providing STRABAG with day-to-day procurement, commercial and change management support across the initial civil engineering and infrastructure packages. On a project of this scale and complexity, getting the commercial framework right at the enabling works stage is critical. Decisions made early, on procurement strategy, contract structure and change control, have a direct bearing on cost and programme as the project moves into its main construction phases.
Looking ahead
With enabling works progressing, attention is already turning to the warehouse buildings that follow. ST1 Consulting’s involvement in the early stages puts us in a strong position to continue supporting STRABAG as the project develops.
